Dear Friend:

Last week, I attended the Kansas Geological Survey tour  - this year focused on the Northeast Kansas region. Each year, a different region is chosen with tour sites focused on water, energy, transportation, and the environment. If you wish to learn more about the tour, the field guide is available here.
 
While my fellow legislators and I were learning about the issues affecting Kansans, Americans for Prosperity (AFP) was busy spreading their propaganda and maligning our work. This dark money group, based in Virginia and funded by the Koch brothers, has been one of the primary champions of the “March to Zero” income tax plan enshrined in the Kansas tax code in 2012.


A Brief History
Kansas endured five years of this misguided tax policy. During that time, the state sales tax was increased twice, bonded indebtedness increased by $2 billion, payments to the Kansas Public Employee Retirement System were repeatedly delayed, hundreds of millions of dollars dedicated to transportation projects were diverted to the general fund to cover basic operating expenses, and agency fee funds were swept clean. Since 2012, the budget has been cut nine times, Kansas received three credit downgrades and the state employee workforce was reduced by thousands of workers. 

The results? Children in our foster care system are dying before the Department of Children and Families can investigate, our prison system is being rocked by riots, road conditions are deteriorating, waiting lists for services for our disabled have ballooned out of control, and state agencies across the board are struggling to deliver core services that keep our citizens safe. In other words, THIS IS smaller government in action

Forward Motion 
The people of Kansas decided in 2016 they had had enough and made choices at the ballot box to change the mindset in the state legislature. With the help of a bright new group of lawmakers, we did some very heavy lifting this year to reform our tax code and get things back on track. We were able to take the first steps in undoing the fiscal mess created by Gov. Brownback and his cronies. We closed the LLC loophole that allowed certain businesses to avoid paying any income taxes, repealed the “March to Zero” scheduled income tax rate cuts and restored tax deductions for medical expenses, mortgage interest, and the childcare tax credit which help working families like yours. Income tax rates were kept lower than rates before 2012 but increased slightly to create a plan that is fair, stable, and reliable. Here is a table showing a comparison of the rates:
 
Our work is not complete and there will need to be a practical evaluation of how our new tax structure has affected revenues. We await a decision from the Supreme Court in the school finance case and we continue to rely on transportation funds to balance our budget. As we emerge from the fiscal crisis, Kansas continues to need lawmakers (and voters) willing to rely on facts to make pragmatic decisions in order to ensure we can get back to basics and provide reliable services that keep our communities safe and enhance the quality of life for our citizens.

Fair Warning
Don't fall prey to the intentionally misleading attack ads offered by the very people who brought our state to the brink of disaster. It’s important you become familiar with the style of design and language used in these ads as they will continue to appear in your mailbox and social media sites over the next year. The postcard above was sent against me and many other legislators across the state in the past few weeks by AFP, the epitome of an "outside special interest group." Their pockets are deep and refillable. Some of my colleagues received this in the mail, others found it on their doorstep as well, and we are now seeing Facebook ads repeating this misinformation. 

To further mislead you, the ads provide my Topeka office number – when no one is in Topeka to answer calls. If you have a question about my voting record on the issues you care about, please contact me directly! My mobile number is 913-961-1555. Our office assistants are only temporary during the official 90-day session so my Topeka number is not the best way to reach me the rest of the year.

Call to Action
Americans for Prosperity and their cronies are funded by a bottomless pit of dark money. Unfortunately, I do not have a bottomless bank account and need your help to shine light on these tactics. We have shown that this organization and others like it are beatable, but ONLY if voters like you turn out in primary AND general elections. Making sure voters know the facts when they go to the polls, especially when they face an endless barrage of intentionally misleading information, is expensive. Now is the time to invest in my work, and that of my colleagues, because we are in this together. Please consider a donation today.
